OTTAWA - Kenneth Richey returned to town Monday the same way he left 20 years ago - in handcuffs and under tight guard.
But this time Richey is considered an innocent man until proved otherwise.

A Scot whose death sentence was thrown out by a US federal appeals court has been moved from a prison where he has awaited execution for 20 years.
Kenny Richey, who grew up in Edinburgh, was transferred from a state prison in Ohio to a county jail in Ottawa on Monday, JoEllen Lyons, a spokeswoman for the Ohio Department of Corrections, said Richey, 43, was found guilty of starting a fire that killed a two-year-old girl in 1986 but his conviction was overturned last month.
I just spoke to Kenny and he is at last out of death row and in Putnam County Jail.
Kenny told me that they came for them this morning at 9.30 Ohio time.
He had just finally managed to get a dental appointment after waiting for weeks on it, when he was suddenly told that it was cancelled and he was leaving death row.
