Columbus Dispatch Investigates DNA Testing: Take Action Now

SUMMARY OF SERIES DNA testing for possible exoneration of convicted felons was initiated in Ohio in 2003. The program is seriously flawed. Of 50,000 prisoners, only 313 have requested DNA testing. But only 14 tests have been run. Ohio does not have evidence retention laws that correspond to the technical needs of DNA testing. Prosecutors impede access to tests. Judges have ignored requests for testing (1 in 6 requests) and have failed to provide the required reason for denying a DNA test (1 in 3).
Governor Strickland has called for a complete overhaul of Ohio's DNA testing program. He seeks an expedited review process, increased access to testing and statewide standards for preserving evidence.
"It's not honoring the victim to take the chance that an innocent person is paying the price for victimizing them, because the flip side of the coin is that means the guilty party has escaped justice," Strickland said. "It's just a matter of trying to do everything we can to be as careful and as accurate as we possibly can be."
