WASHINGTON - When Michael Wayne Richard sat down to a special meal of fried chicken, apple pie and ice cream on the afternoon of Sept. 25, the Texas death row inmate retained a measure of hope it would not be his last.

Cleve (Sarge) Foster, a 21-year Army Vet, was wrongfully convicted of Capital Murder and sentenced to die by lethal injection, in the state of Texas.
