Bond set at $10 million for Richey

OTTAWA - 11:33 a.m., Oct. 2 -A judge set the bond at $10 million for Kenneth Richey, a U.S.-British citizen whose conviction and death sentence were overturned.

 

Richey, 43, appeared in the Putnam County Courthouse for the first time since he received his death sentence two decades years ago. He again faces charges that he set an apartment fire that killed 2-year-old Cynthia Collins in 1986.

Visiting Judge Alan Travis set several conditions in case Richey raised the money to get out of the Putnam County Jail. Among the terms were remaining under house arrest, having a 24-hour electronic monitoring device and not having contact with any judges or witnesses. He also would have to surrender his passport.

Richey's attorney said Richey's brother and father were willing to put their houses up as collateral to release him from prison.

The high bond came from statements made 21 years ago in the original trial, when Richey made threats. He made other threats in 2002. He also made comments about current Common Pleas Court Judge Randall Basinger fearing him in a recent article in The Lima News.

The case continues to draw international attention, as a large number of media organizations descended upon Ottawa to cover the hearing. The international nature of the case drew attention to it from overseas media as well as outlets in the United States.

Five people wearing T-shirts and buttons with Collins' picture on them came into the courtroom.

Several family members for Richey also attended the hearing.
